This is an example of the Shojin (Japanese, lit. "Small People"). You can see how powerful the legs are; well-designed for springing about on cliff-faces, the Shojin's original habitat. The vestigial airflaps still stretch between the legs. Although they cannot truly fly (nor could their ancestors), the flaps do allow a modicum of control when they pounce upon prey from above. Also note that this Shojin is probably from one of the more technologically advanced civilizations, having ridge-rings in several places.
