This is a rapid atmospheric entry craft, generally used for military landings when stealth is not an issue.  (These ships are also called Rapid Insertion Craft, RIC's,or dropships.)  These kinds of craft are designed to basically bullet straight through a planet's atmosphere, dropping troops, supplies, vehicles, etc. en route but never actually stopping.  They then re-dock with their mother craft.  The strange shape of the craft is due to the necessity of mounting a streamlined craft with enough cargo capacity within the narrow confines of a starship's volume.
