Just a guy with an interesting bit of headware.  (It's probably a combination of 360º vision and armor for the head.)  But if he has enough money for that kind of implants, why can't he afford to buy a shazing razor?

It's also, I'm sorry to say, one of the more realistic drawings of a person I've ever produced.  Sad, innit?  Oh, and just to give credit where it's due -- this was obviously inspired by Molly Millions, one of William Gibson's most lasting creations.
